1.
Apologies were received from
E Riches, M Scott Hayward, B Simpson, N Russell and J Overing. Present: D Macgregor, M Craig, P Duncan, V Kilgour, L Matthews, L Roger and 4 local residents.
2) Minutes of the August meeting were approved.
3) University wind farm update.
We have received the most recent Project Board Update from the University. L Roger attended the most recent meeting. Dates of future meetings were circulated. The wind monitoring mast is now in place. Wildlife surveys and radar assessments are ongoing. The University are now seeking independent consultants to interpret the data which will be collected by Sgurr Energy, who installed the mast. They have asked us to consider how we would use the money generated for the community, should the project go ahead.
4) ENLEN representatives (East Neuk and Landward Energy Network) gave a short presentation on this new initiative, and will come back later this autumn with a road show, which will be in the hall. The aim is to reduce carbon emissions in the area, by providing energy conservation advice to individuals. More info at www.eastneukenergy.org.uk, or telephone 01334 659 368.
5) Dunino footbridge. No progress.
6) Street lighting re-painting and stump. Not yet in the work programme.
7) The path next to the School has not officially been adopted into the core path network, and with the added problem of the knotweed, maintenance is proving a challenge
8) Refuse collection along non tarmac roads. The Councillors are seeking a resolution to this problem which does not involve road end collections. The bin next to the hall is being overlooked during refuse collection. Harry Byers to be contacted.
9) Recent car crashes at the main road junction. Police and Council statistics underestimate the scale of this problem. We need to collect our own statistics. A non- slip surface has been suggested. The wall is down at Beley Bridge, leaving a gap over the burn, and the parapet of the bridge at Kenlygreen Lodge is also damaged
10) “Warning – horses” road signs which V Kilgour had requested from the Council have never materialised.
11) Planning applications. There is some concern at the delay in the lodging of the planning application for the caravan site expansion at Kinkell.
12) It is hoped that we can find representatives to attend future East Neuk Community Council Forum meetings.
