Minutes of the meeting held on Monday 7th April 2008 at 7.30 pm, Boarhills Village Hall

Water Supply: Work has not started on the new main yet, as negotiations with landowners continue.
Flooding: The blocked drain at Cardean may have been cleaned out recently, but during heavy rain in March, it presented a considerable hazard as water lay right across the corner resulting in traffic going into the middle of the road on the bend to avoid it.
Lighting: an extra light for the approach to the Hall has been costed at £5500, out with current budgets. Furthermore, it cannot be put on an un-adopted road so may not be adequate to light this road. Alternatives still being pursued.
Dunino Footbridge: R Simpson had a site meeting with a structural engineer who thought it could be repaired at reasonable cost (£3-4, 000). RS and LR to arrange site meeting with locals who might be prepared to undertake the work.
Refuse collections: No word on brown bins yet, but individuals can decline to have them. The Council are applying a £38 annual admin fee on top of the collection fee for the Hall wheelie bin. Neighbourhood Watch update: no developments. A Jarrett to investigate signs.
Upper Kenly Wind Farm: J Macguire outlined the University’s approach to this project, which is still at a very tentative stage. G Cowtan explained how Frost Free was formed at Fintrie, outlining how the Community became involved in the project and are now benefiting.
Red squirrels: Pete Etheridge of the Fife Red Squirrel Group gave a very informative talk about the plight of the red squirrel and what was happening in Fife. It was suggested that Dunino School might be interested, as there are red squirrels nearby. It was agreed to follow up a project started a couple of years ago on the Kenly Burn. Squirrel sightings can be posted at www.scottishsquirrelsurvey.co.uk and everyone is encouraged to take part.
Recent planning applications: L Ogilvie outlined her development plans for the toilet block in the School garden. The outline plans for Balmashie were discussed. It was agreed that there was no objection to the siting of the additional units, but there was concern at the siting of the recreational area, and in particular that it should have more screening and should not extend all the way up to the main road. There was also concern that further development in the future of this additional area with more residential units should not be permitted. Fairmont Hotel – no news of an appeal. Kittocks Den has accumulated a large amount of plastic rubbish blown from the Hotel and Clubhouse. LR to contact the Hotel.
Special Landscape Areas: a recent consultation regarding the value of landscapes was very flawed in its methodology and conclusions, omitting most of the area around St Andrews and the coastal strip out to Boarhills. LR had collected over 40 signatures in support of the proposal that these areas are of great landscape value.
Beach Clean-up: date to be confirmed.
